Overview

RTI International is seeking applicants for the role of Integrated Care/RMNCH Practice Leader with the International Development Group’s (IDG’s) Global Health Division (GHD). GHD currently has a staff of over 400 and work in over 25 countries. GHD implements broad-based programs in neglected tropical diseases; infectious diseases; non-communicable diseases; and health systems strengthening.

The Practice Leader will drive and oversee GHD’s Integrated Care/RMNCH practice area. In this role, the Practice Leader will lead the development of a practice area strategy, oversee integrated service delivery-focused program development and growth and implementation, and provide targeted technical assistance to projects.

The ideal candidate will have experience across multiple regions (including Africa or Asia) and have a solid understanding of global best practices across a variety of geographic contexts.  This position will report to the Vice President, Global Health Division. The position will be based in either Washington D.C. or Research Triangle Park, NC. Remote teleworking will be considered within the U.S. only.

 

Responsibilities

Practice Area Leadership and Growth

Division and Practice Area Leadership / Quality Program Implementation (approximately 40% effort)

  • Provides leadership, strategic guidance, and support for all aspects of GHD’s work in integrated service delivery, RMCH, and FP. Serves as a member of the GH Leadership Team and drives business development, relevant client management, and oversees team.
  • Partners with the other GH Practice Leads to identify areas of opportunity to foster effective cross-sector partnerships, value-added program design and support talent mobility and development within GHD.
  • Collaborates with other GHD Practice Areas leads, senior technical experts and other program staff to identify and analyze opportunities and strategies for new business and program expansion at GHD level.
  • Reviews and contributes to the development of annual project budgets, work plans, quarterly, annual, and other project deliverables.
  • Oversees quality management of RMNCH/FP and integrated SD projects ensuring efficiency and excellence in program implementation. Supervises technical and program management team members and projects’ Chiefs of Party.

Practice Area Growth (approximately 40% effort)

  • Leads identification of business opportunities; fosters and strengthens current and new client relationships; proactively builds RTI’s reputation in the RMNCH/FP and integrated SD sector. This will include:
    • Leading business capture planning
    • Serving as Proposal Leader or Lead Technical Writer for integrated health bids.

  • Cultivates talent within the sector in support of building a strong future project and non-project talent pipeline.
  • Represents RTI in interaction / networking with donors, strategic program partners and other stakeholders at technical meetings, events and fora to ensure engagement on the latest developments in RMCH/FP and integrated SD.

Technical Leadership (approximately 20% effort)

  • Provides direct technical assistance to strengthen LMICs’ strategies and policies, as well as national and sub-national programs planning, implementation and monitoring.
  • Actively contributes to further RTI’s scientific stature by presenting / publishing project findings at conferences, technical working group meetings, and in peer-reviewed literature.

Qualifications

  • Masters-level degree in Public Health or related field and at least 12 years of progressive experience in program design, management, and implementation.
  • At least 5 years’ experience working in LMICs on integrated service delivery-related, USAID-funded programming.
  • At least 5 years of experience managing and leading teams in the design and implementation of service delivery programs (specifically with emphasis on RMNCH or FP areas).
  • Demonstrated success achieving growth targets and winning new business through technical writing and/or proposal leadership.
  • Demonstrated and successful experience leading and supporting proposals in response to USAID RFAs/RFPs.
  • Demonstrated experience and reputation (demonstrated through client/reference feedback) for consistent, high-quality program implementation (achieving operational, technical objectives) and management of complex country-, regional-, or global-level programs.
  • Additional experience  working in one or more health technical areas preferred: TB; HIV; EIDs, global health security agenda and emerging infections; health systems strengthening (financing, governance, policy).
  • Documented experience providing service delivery-focused technical assistance to strengthen organizational and individual capacity in the governmental and non-governmental sectors, at national and sub-national levels.
  • Documented experience developing tools and approaches to promote malaria programming, more efficient use of resources, private-public partnerships, and sustainability.
  • Experience overseeing and/or implementing USAID-funded RMNCH/FP projects in Asia and/or Africa.
  • Demonstrated experience supervising and mentoring staff of various levels of seniority, both at headquarter and field levels.

Knowledge and Skills:

  • Proven track record in building successful relationships with donors, partners, and stakeholders in the global health community and ability to build consensus across diverse set of stakeholders.
  • Flexibility and ability to handle multiple tasks and work collaboratively within a matrix-oriented environment
  • Ability to produce thorough, high-quality work within a tight timeframe.
  • Excellent interpersonal and relationship / team building skills.
  • Excellent oral and written communication skills; demonstrated skills at writing clearly and succinctly.
  • Computer literacy in Microsoft Office Applications Suite.
  • Willingness to travel up to 25% of time.
  • Must be fluent (writing and speaking) in English. Additional language proficiency is desirable. 
  • Must be legally eligible to work in the US without sponsorship.

The anticipated pay range for this role is listed below. Our pay ranges represent national averages and may vary by location as a geographic differential may be applied to some locations within the United States.
